Mililani Town Anti-Drug Committee
Vision
Create a sense of community through setting the standard for communities in drug prevention, education and treatment to achieve a cohesive, drug free community.  

Mission
Eliminate drug houses, and identify, reduce and prevent illegal drug activity, in Mililani Town

Key Results Areas
- An Organizational Structure for the organization
- Information Clearing House (Informational drug related documents [including effects, how to
identify and report, what law enforcement can and cannot do, etc.]; available treatment and
support resources for addicts and families; speakers bureau; communications network)
- Intergovernmental and Intra-governmental Legislative Action Coordination (Drafting legislation;
coordination within the community and with other communities, for activities in legislative
action for passage)
- Centralized NB Watch/Community Policing Program (Coordinated town effort)
- Program of classes and activities for the stakeholders and groups in the community
- Periodic evaluation meetings
- Funding to carry out the program 
- PR/Publicity (including displays at functions, bumper stickers, etc.)

    Organization Structure
- Structure of the organization to assure proper and timely information flow and coordination of efforts
- To foster connections (including multi-generational) and focus

    Information
- How to identify drug activities and use, and their effects
- Treatment and support alternatives and resources
- Resources (organizations) involved in related matters and their area(s) of concentration/expertise
- Statistics and anecdotal examples of experiences
- An integrated communications system to provide timely updated information to the community
and community-at-large (e.g., newsletters, flyers, web site, e-mail, etc.)
- Established periodic meetings of all stakeholders (organizational leaders, businesses,
governmental agencies, schools, military, healthcare professionals, etc.) to assess progress

    Legislative Action
- Resources for drafting legislation at all governmental levels
- Coordination within and outside the community for advancing legislation

    Programs
- Neighborhood Watch/Community Policing
- A community-wide effort in organizing, maintaining and training, and communicating
information under a centralized umbrella
- A direct communications system with all law enforcement agencies to exchange information in
a timely manner
- Getting to know the neighbors and caring for the community
- Educational (Signs to look for, resources for help and support, etc.)
- Education sessions for homeowners, parents, school staff (administrators, teachers, classified
personnel), students, businesses, clergy, law enforcement personnel, etc., including
related activities for community learning in related areas such as healthcare.

Long Range Goals
- Adopt a comprehensive organization that is structured and staffed for effectiveness with
clearly defined areas of responsibilities
- Establish an Information Clearing House
- Establish a Neighborhood Watch/Community Policing Program with wide community support and
participation of at least 75% of the residences
- Effect legislative changes to quickly remove drug activity from the community and keep it from
returning
- Provide a comprehensive program of classes/ workshops (education) and activities for the
stakeholders (community)
- Generate funding to accomplish the organization's mission
- Build a sense of community

- Develop the organizational structure by: July 31, 2003 (completed)
- Develop stakeholder working groups (Schools; Providers; Businesses; Parents; Students;
Legislators; Clergy; Athletics) to discuss issues and solutions affecting their segment of the
community by: December 31, 2003 (completed)
- Establish committees (Funding, Legislative Action; NB Watch/Community Policing; Information,
Education & PR) by:  July 31, 2003  (completed)
- Investigate areas of legislation that can be proposed and draft appropriate changes
- Establish the groundwork (documents and personnel) for the NB Watch/Community Policing by:
August 30, 2003 (completed)
- Develop annual education program of classes and activities based on interest and need by: 
August 30, 2003
- Develop process for collecting, maintaining and dissemination of information and data by:
September 30, 2003
- Develop plan for communications to the community and community-at-large by:
